Adopt asynchronous events for order status updates

Context: Four downstream systems poll the order database for status changes, adding load and leaving data stale between polls.
Decision: Publish order lifecycle events to a managed message broker. Each consumer subscribes only to the events it needs.
Consequences: Benefit: Polling load is removed from the order database
Benefit: Downstream systems receive changes in near real time
Trade-off: Event schemas must be versioned and governed
